Administration of Children Services/Dyfuss/Children Protection Services are State funded organizations established to protect children and families that are in trouble or face some form of abuse, neglect, or child endangerment. While working for this agency is taxing, each case worker has the duty and responsibility to protect our children from all forms of abuse. I copied a quote from ACS’s home page which describes their criteria and objective “The Administration for Children’s Services protects children from abuse and neglect. Along with our community partners, Children’s Services provides neighborhood-based services to help ensure children grow up in safe, permanent homes with strong families.” Each agency established to protect our children face both controversy and approval rating. Many field case workers witness horrible living conditions for thousands of children, and all of these children must be protected; and this is a huge responsibility to bear. The United States Constitution states, all people should be treated fairly and without harm, and each human will benefit from equal rights, yet so many of our children are treated unfairly and are harmed beyond one’s comprehension. Childrens legal and constitutional rights are violated the minute a child is abused, neglected, harmed, or in danger, and the abuse continues without appropriate legislation and proper punishment made to the offender. Below are children who were failed at home and by the system. For tens of thousands of children ACS/CPS/Dyfuss is the child’s last resort for protection since home wasn’t protecting her/him. Again, working as a case worker is one of the hardest jobs as so many case workers care for our children and want to protect each child, but sadly children are murdered while under their protection, therefore, the system must change. Nicely said Jackie. It’s so sad how these children were failed over and over and over again. These children were under the watchful eye of ACS/CPS, and yet there were murdered by their parents/caregiver…so sad.

I have 2 children, who I love and adore – I couldn’t begin to imagine life with out my children. I can not understand how someone could hurt an innocent child, especially the childs own parents. Someone – no – everyone needs to open their eyes & see there is something wrong & find a solution – we owe it to our children, our nieces & nephews, our grandchildren, great grandchildren & ourselves. To everyone affected by this horrible crimes, my heart goes out to you!!!!
May all of these sweet innocent children never know pain again. They are in God’s arms now, and they are safe from harm!!!!

Children’s Services cuts panned by critics as ‘playing with fire’

Abused children’s advocates blasted city officials Monday for slashing funding for child protective services amid the city budget crunch.
City Council members and parents accused Administration for Children’s Services officials of risking more child death horrors by cutting 17% of the workers who monitor the most vulnerable kids.
“You’re playing with fire here,” said Council General Welfare Committee Chairman Bill de Blasio (D-Brooklyn). “How can you possibly get the work done?”
Commissioner John Mattingly defended the cuts and said that the agency would be able to adequately protect the city’s children.
“I believe that we have, and I believe that we will,” he told a packed chamber.
The agency had to make deep cuts to close a $62 million budget gap and also make an additional 7% across-the-board cut ordered by Mayor Bloomberg.
More than 550 employees will be laid off and an additional 360 vacancies left unfilled in child protective services. That’s a cut of about 920 staff in an agency that employs about 7,000 people.
Parents, advocates and social workers waved signs that read “Lies” throughout Mattingly’s testimony, especially when he claimed that caseloads would remain at about 12 families per caseworker.
The advocates say the agency will go back to its understaffed days before the horrifying murder of 7-year-old Nixzmary Brown at the hands of her stepfather in 2006.
“They looked at the system and said this is what’s necessary to prevent that from happening again,” said Jennifer Marino Rojas of the Children’s Defense Fund. “Now they’re cutting back.”

More kids dying under city’s eye – report

An alarming 49 children who died under suspicious circumstances last year had been under the supervision of city child welfare workers, a new report shows.
That’s the highest number in two decades and more than twice the number reported in 2003, when 24 children known to the Administration for Children’s Services died.
The number conjures chilling images of children like Nixzmary Brown, whose violent death in 2006 at the hands of her stepfather could have been prevented if abuse complaints had been investigated.
Some critics warn that the figure shows abuse and neglect slipping through the cracks, but experts counter that these numbers could be the natural consequences of greater vigilance by the public and better reporting of abuse.
“I would not draw what seems to be the immediate conclusion, which is that ACS is failing,” said Andrew White, director of the Center for New York City Affairs at the New School and whose Child Welfare Watch report published the statistic this week. “We don’t know. The number covers too many types of cases.”
ACS attributes the high number of deaths to unprecedented abuse reports since Nixzmary’s high-profile murder.
The agency received 60,170 abuse complaints last year – a number second only to 2006 when 63,496 complaints set a three-decade record.
That’s compared with 47,640 complaints in 2005.
That means more kids are on ACS’ radar and people are more likely to report deaths as suspicious when they may not have raised flags previously.
If the child had a family member who had been accused of abuse even 10 years ago that death would be counted.
“When all abuse and neglect reports go up in general, these reports of suspicious child deaths go up,” ACS Commissioner John Mattingly said. “While every single death is a tragedy we work to prevent whenever possible, the indicator we watch most closely is the number of confirmed homicides of children by their caregivers.”
Of the 49 deaths last year, 14 were ruled homicides.
Richard Wexler of the National Coalition for Child Protection Reform said even deaths not ruled homicides can reflect neglect – and he blames a system too distracted by trivial abuse complaints to address serious problems.
The Daily News reviewed records of recent deaths and found several where neglect was a factor, including an infant who died after her mother ignored a medical condition and a kid felled by an asthma attack when no parents were home.
Fire all of them and start anew.
